About Our Opportunity
The Senior International Recruitment & Engagement Specialist plays a critical role in building and sustaining a strong pipeline of qualified international candidates to address current and emerging labour shortages across Nova Scotia. As a key member of the Retention and Attraction unit, this position works closely with the Marketing, Employer Engagement, and International Recruitment team to support employers in filling vacancies, connecting them with skilled talent, and maximizing the effectiveness of immigration pathways.
This role has a strong international recruitment focus, supporting employer-driven recruitment initiatives and responding to evolving federal and provincial immigration policies, labour market demands, and sector policies.
The Senior International Recruitment & Engagement Specialist supports the broader work of the branch, including Programs, Policy, and Investigations and Compliance, by participating in or leading cross-functional working groups, managing projects, conducting research, and overseeing consultants as required. The position regularly presents to senior leaders across government, industry, and education sectors at both the provincial and federal levels.
This position reports to the Manager of Marketing and Engagement.
Requirements
About You
To be successful in this role, you hold a bachelor’s degree in commerce, communications, marketing, public administration, or a related field with eight (8) years of related experience; or a master’s degree in a related field with six (6) years of related experience.
Demonstrated experience in foreign worker recruitment is strongly preferred, including one or more of the following:
Experience recruiting international talent through employer-driven or sector-based initiatives; and/or
A Registered Canadian Immigration Consultant (RCIC) designation with foreign worker recruitment licensing and experience; and/or
Membership in a law society, particularly related to immigration law or global labour mobility; and/or
HR or workforce development experience focused on international hiring.
You must also demonstrate:
Experience in building strong relationships and partnerships, including leading and participating in employer consultations and working groups;
Experience in designing, implementing and maintaining recruitment pipelines, including lead development, engagement, and tracking;
Ability to assess labour market needs and align recruitment strategies;
Experience in interpreting and applying legislation, regulations, policies and guidelines;
An aptitude to deal with complex issues and strong analytical skills;
Excellent English language skills, including speaking, writing, reading and comprehension;
Fluency in French is required, with the ability to support Francophone recruitment and engagement initiatives.
Would be considered an asset:
Knowledge of Nova Scotia’s economic conditions and labour market priorities;
Knowledge of credential recognition in regulated occupations;
Proficiency in additional languages beyond English and French.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
Other Considerations:
This position is based in Halifax, however we will consider candidates working from other Government of Nova Scotia offices. Approval for an alternate location will be based on operational needs and the suitability of the candidate.
Pay Grade: PR 17
Salary Range: $3,343.61 - $3,927.04 Bi-Weekly
