RKA Consulting Group is seeking a Plan Check Engineer to review and evaluate engineering and construction plans for public works and private development projects. The ideal candidate will ensure that plans comply with applicable local, state, and federal codes, regulations, and engineering standards while working closely with inspectors, engineers, and developers. This role requires strong analytical skills, excellent communication, and a deep understanding of civil engineering principles.
KEY RESPONSBILITIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address, business needs, and changing business practices.
Depending on the area of assignment, duties may include, but are not limited to, the following:
- Plan Review & Compliance: Examines building plans and specifications for completeness and adherence to all relevant codes, including architectural, structural, mechanical, electrical, plumbing, fire/life safety, energy conservation (Title 24), Green Building Standards, accessibility, and egress.
- Coordination & Permit Authorization: Coordinates plan reviews with other public agencies, identifies required corrections, and communicates necessary modifications to permit applicants. Authorizes building permits and calculates fees for code-compliant plans.
- Code Interpretation & Public Assistance: Advises and assists engineers, architects, contractors, and the public on interpreting and applying building regulations, state laws, and local ordinances. Provides guidance at public building counters on permitting requirements.
- Reporting & Compliance Monitoring: Submits reports to Building Officials on workload statistics, process updates, new products, and code interpretation issues.
- Expertise & Professional Development: Maintains current knowledge of California Building Standards Codes and related regulations. Suggests alternative compliance solutions and represents the department in internal and external meetings.
- Mentorship & Supervision: Mentors and trains plans examiners and plan check engineers. May supervise staff and function independently as an expert in specialized codes, rules, and policies.
- Additional Duties: Reads and interprets construction diagrams, maps, blueprints, and specifications for compliance. Prepares and presents effective oral and written reports. Performs other related duties as required.
Requirements
QUALIFICATIONS & EXPERIENCE
Education & Certification
Bachelor’s degree in Civil Engineering or a related field (required).
California Professional Engineer (PE) license (required).
ICC Plans Examiner Certification (preferred).
Valid California Driver’s License (required).
Experience
Minimum 3 years of experience in civil engineering, plan review, or a related field.
Experience with municipal building and safety review projects (preferred).
KNOWLEDGE & SKILLS
Knowledge of:
- California Building Codes (CBC), Caltrans Standards, ADA, Title 24, and other relevant regulations.
- Public works engineering principles related to storm drains, grading, streets, utilities, and traffic engineering.
- Engineering design standards, best practices, and municipal code requirements.
Ability to:
- Review and interpret construction plans, specifications, and engineering calculations.
- Communicate effectively with engineers, inspectors, developers, and public agencies.
- Analyze and resolve technical issues related to engineering design and construction standards.
- Manage multiple projects and maintain deadlines in a fast-paced environment.
- Provide clear written and verbal feedback to project stakeholders.
