Section 2 - General Summary
The Manager Occupational Hygiene Services is responsible for developing, implementing, promoting, marketing and evaluating WCH&SB hygiene programs and services, under authority of the Occupational Health and Safety Act; for ensuring compliance as it relates to safety management practices and the health effects caused by exposure to chemicals, physical agents (e.g. noise) and biological agents (e.g. bacteria). The Manager Occupational Hygiene Services provides information to various stakeholders on specific hazards related to work processes and materials and offers advice on how to minimize workplace exposures. Influences stakeholders to adopt effective strategies, education and training in health and safety practices, procedures and techniques and to ensure workplace exposures comply with legislation.
Section 3 – Principal Duties and Responsibilities (limit to 10 Duty Statements)
1. Manages and leads the development, implementation, promotion, marketing and evaluation of the Board’s hygiene programs and services including but not limited to establishing effective relationships with employers, employer organizations and representatives, employees, employee organizations and representatives to identify needs and issues, and identify all variables in order to ensure due consideration when developing and revising hygiene programs, initiatives and services. Communicates the advantages of implementing and adhering to hygiene strategies and programs.
2. Researches and develops regulations concerning occupational hygiene and researches and provides technical advice to YWCHSB staff, to individuals and to organizations seeking information on health hazards related to work processes, materials and equipment.
3. Inspects and monitors for contaminants in the workplace air (e.g. dust, gases, noise, heat etc.) using equipment and methods as determined necessary.
4. Plans and conducts and/or coordinates various on-site complex occupational hygiene surveys when evaluated as being necessary or when situations are referred by Safety Officers. Health and hygiene surveys involve evaluating workplace conditions through the use of direct reading instruments, (i.e. noise meters, light meters, colourimetric tubes, etc) and assisting with complex health and hygiene surveys.
5. Issues directives (orders) and recommendations to workplaces to correct non compliance situations identified and evaluated during workplace inspections and follows up to ensure that the directives and the recommendations are carried out.
6. Plans, recommends and manages O&M and Capital budgets, monitors expenditures, and prepares variance reports.
7. Coordinates, develops and delivers workshops on matters related to occupational hygiene and where necessary, develops training materials for use by the YWCHSB staff and industry partners in presenting workshops.
8. Administers Federal/Provincial/Territorial agreements on Hazardous Materials and provides leadership in the promotion, implementation and the enforcement of the Workplace Hazardous Materials Information System (WHMIS) Regulations in Yukon.
9. Provides consultation services to employers, employees, union officials, safety committees and representatives, educators, and professionals on matters such as the requirements of the legislation, safe work practices and procedures. Acts as a key contact regarding hygiene workplace health and safety management practices. Leads employers through the development or redesign of occupational hygiene programs. Develops an action plan for required hygiene safety management improvements in consultation with the employers, and assists in the drafting and review of the company hygiene safety plan. Monitors, evaluates and adjusts the action plan in response to achieving targets or to successfully overcome barriers that arise.
10. Represents the YWCHSB in interactions with physicians, occupational hygienists, other medical and safety professionals and FPT and national organizations and agencies on issues related to occupational hygiene programs and services
11. Complies with YWCHSB directives, procedures, and safe work practices and takes every reasonable precaution to ensure the health and safety of himself/herself and fellow employees

Contact with private sector and government management, workers, safety representatives, safety committees, labour groups and business organizations, industry and safety association representatives to exchange information, provide training and education and ensure compliance with legislation and regulations.
Provides advice, resolves problems and exchanges information with stakeholders and occupational hygiene professionals.
Exchanges information and participates in program and plan development, reviews and evaluations and resolves issues with other members of the Occupational Health and Safety Branch and Board staff.
Exchanges information & approaches to hygiene problems with counterparts in other jurisdictions.
Represents the YWCHSB on national committees related to occupational hygiene.
Provides research information and expert advice to members of the public.
Exchanges information and maintains a good working relationship with industry and safety associations.
Section 5 - Specific Accountabilities
What are the expected end results of this position, i.e. what are the impacts of performing the Principal Duties and Responsibilities?
Decisions and recommendations can result in substantial savings in disability costs and have a significant impact on health and safety of workers through safety practices adopted as a result. Inaccurate or delayed recommendations or decisions may result in serious disability or loss of life. Decisions have an impact on the overall reduction of hygiene related injuries to workers through the successful development and implementation of strategies, programs, services and regulations. These decisions also result in substantial savings in disability costs to the employer and workers. In essence, the success or failure of hygiene safety programming is directly impacted by the position’s decisions.

Decisions and recommendation made by the Manager Occupational Hygiene Services directly impacts on the expenditures and revenues of the WCHSB and employers.
Section 7 - Working Environment
Describe in narrative form the position's working environment which can be generally favorable or include exposure to undesirable conditions.
The incumbent occasionally lifts a variety of equipment (5-30 lbs.) when providing on-site consultations, conducting inspections and demonstrating equipment use to workers and employers. The incumbent is required to walk, climb and bend at all work sites (?%). The incumbent must deal with dissatisfied, emotional and sometimes verbally and/or physically abusive clients who do not want to change unsafe hygiene practices. The incumbent travels within the territory (4-6 trips per year, lasting approximately 5 days per trip) and outside the territory (2 trips per year, lasting 5 days/trip).

This opportunity is for a permanent position working 75 hours biweekly

The Role:
Reporting to the Director, Workplace Health and Safety, the Manager, Occupational Hygiene Services is responsible for developing, implementing, and evaluating WSCB hygiene programs and services, under authority of the Workers’ Safety and Compensation Act. This position ensures compliance with safety management practices and addresses health effects caused by exposure to radiation, chemicals, physical agents (e.g. noise) and biological agents (e.g. bacteria).
The Manager, Occupational Hygiene Services provides information to various stakeholders on specific hazards related to work processes and materials and offers advice on how to minimize workplace exposures. Influences stakeholders to adopt effective strategies, education and training in health and safety practices, procedures and techniques and to ensure workplace exposures comply with legislation.
Essential Qualifications:
Registered Occupational Hygienist, or Certified Industrial Hygienist;
Experience interpreting, applying, and explaining the Workers’ Safety and Compensation Act (WSCA), and Workplace Health and Safety (WHS) Regulations in an enforcement setting;
Experience in analytical thinking and sound decision-making, including the ability to investigate, determine root cause of incidents, and implement corrective actions that prevent recurrence.
Significant experience conducting occupational hygiene assessments and inspections through the use of direct reading instruments (I.e. noise meters, light meters, etc) in a wide variety of workplaces;
Experience monitoring, sampling, and assessing exposure to physical, biological, and chemical agents, including asbestos containing materials;
Master’s degree in Occupational Hygiene would be considered an asset.
