JOB DESCRIPTION
The Chief Health Officer (CHO) provides executive leadership and oversight for the quality, safety, and clinical excellence of all services delivered by Great Lakes Bay Health Centers and serves as a key member of the executive leadership team. The CHO is responsible for the development, implementation, and ongoing evaluation of clinical and administrative policies, quality standards, and care delivery practices, as well as the supervision and support of medical providers and clinical staff. In close collaboration with clinical leadership—including the Primary Care Medical Director, Chief Dental Officer, Behavioral Health Medical Director, Director of Vision Services, and Vice President of Clinical Services—the CHO ensures accountability for clinical performance, quality assurance, peer review, and all activities impacting patient care across GLBHC sites. The role also includes active participation in the recruitment, retention, and strategic planning of medical, behavioral health, physical therapy, vision, and dental providers.
ESSENTIAL JOB DUTIES
1. Responsible for developing, maintaining, and continuously improving clinical standards to ensure quality and safety outcomes across all clinical care sites, including appropriate review of all clinical policies and procedures on a regular basis. (30%)
2. Functions as Clinical Laboratory Director for GLBHC sites and Clinical Director for Physical
a. Therapy, ensuring compliance, quality, and continuous improvement in clinical operations and patient care standards. (5%)
3. Clinical duties on a mutually agreeable schedule. (5%)
4. Responsible for assuring that all annual provider performance reviews are completed in a timely fashion and accurately reflect performance through the monitoring and analysis of productivity, quality, and patient satisfaction data. (15%)
5. Responsible for the development, implementation, and maintenance of appropriate privileging standards in conjunction with clinical and department leadership. Responsible for developing and mentoring clinical leaders. (10%)
6. Chairs provider leadership and all-provider meetings, attends executive team and other in-house and external meetings assigned by President/CEO and functions as liaison between providers and administration, as necessary. Functions as liaison with external organizations. (10%)
7. Maintains relationship with GLBHC Board of Directors by attending meetings and submitting
a. reports as appropriate. Serves as Co-Chair of the Policy and Quality Committee and participates as a member of the Corporate Compliance and Risk Management Committee to ensure oversight of clinical quality and compliance. (5%)
8. Responsible for the review of managed care performance data and implementation of
a. corrective action as needed. Participates in the review of value-based care contracts and recommends appropriate quality-based incentive measures. Attends meetings with outside entities as appropriate. (10%)
9. Participates in short-term and long-term strategic planning and needs assessment
a. activities/Recruitment and Retention. Recommend strategic planning goals for clinical, quality & patient care, and ensure appropriate number and quality of clinical staff. (10%)
Requirements
JOB SPECIFICATIONS
- Education: MD or DO from an accredited Medical School, with the ability to provide verification of credentials.
- Licensure: Must be licensed by the State Board of Medicine or State Board of Osteopathic Medicine and surgery in Michigan. You must possess a valid DEA license. Board Certification required. Must possess an up-to-date Basic Life Support (BLS) Certificate.
- Experience: Five (5) years community health center or similar setting as provider preferred.
- Interpersonal skills: Ability to communicate effectively with various population.
- Physical Effort: Must be able to sit, stand, or walk for an entire workday. Must be able to lift, carry, push, pull, and or twist while holding up to 25 lbs. occasionally.
- Hours of Work: Full-time; Flexible and varied. On-call as required by clinical and administrative duties.
- Travel: Some travel between sites required. Travel may be required to attend pertinent conferences; with travel, lodging, and living costs reimbursed at the existing rate of the corporation. Reimbursement for expenses will occur in accordance with GLBHC policy.
